This method of selection has been adopted on the basis of past

experience, which has shown that, in appointments of this kind

and in view of local conditions, character is of more importance

to the success of the scheme than intellect or scholarship.

The question of salaries and conditions of

service was referred to a Committee drawn from the Executive

and Legislative Councils. The scale recommended by the Committee

for the first twelve years of service is as follows:-

At this point there should be a strict efficiency bar until the

sub-inspector has proved his fitness for appointment as inspector. The rates of salary for inspectors as recommended are $3000 to $4800 per annum by annual increments of $200. Exceptionally

able men might thereafter be eligible for promotion to the commissioned ranks of assistant superintendent; but it is not considered desirable at present to hold out such prospects, or

necessary at this stage to make recommendations as to the salary

of an officer who will not in any case be appointed for at least

twenty-one years to come.
